A SINGLE WINDOW SOLUTION IN RESPECT OF CHIMNEY AND CLOSED CYCLE COOLING SYSTEM FOR UPCOMING 660/800 MW SUPER/ULTRA SUPER CRITICAL THERMAL POWER PROJECTS IN THE COUNTRY
The National Electricity Policy of Ministry of Power, GOI has a slogan that – “Power for all by 2012”. But, the scenario in respect of actual capacity addition during 10th Plan against the targeted value (41,110 MW) was dismal. It revealed from a CEA report that during 10th Plan (2002-2007) only 51.76% (19,829 MW) of capacity addition target could be achieved resulting in a huge slippage of 21,281 MW. Accordingly, the cumulative capacity addition target during 11th Plan (2007-2012) has been estimated to be 78,577 MW out of which 58,644 MW is to be achieved from thermal sector. Moreover, a tentative capacity addition target of 82,200 MW has been envisaged in 12th Plan (2012-2017); 40,200 MW being the share of thermal sector. So, the task of capacity addition in thermal sector is huge (98,844 MW) in the next 10 years period. The trend has already been set up in implementing higher size super-critical/ultra super-critical Units of 660 MW or 800 MW capacity to meet the potential target as quick as possible with less number of installations acquiring lesser land at lesser per Megawatt cost.
The CEA report pointed out that the dismal performance in achieving the target capacity addition during 10th Plan Period in respect of coal based thermal sector across the Country is mainly due to supply constraint on the part of BHEL in handling bulk share of Contracts awarded to them. Such constraint has been cropped up due to limitations in manufacturing at different Units of BHEL.
Utilities who suffered badly during 10th Plan Period and still suffering during current 11th Plan are of the opinion that some relief is to be given to BHEL by adopting assorted turnkey contracts in place of a single turnkey contract. In other words, the assorted turnkey contracts shall be so designed that Bought-Out-Items (BOI) shall be as minimum as possible in case of a contract signed with BHEL.
Keeping this perspective in mind, different utilities have decided to split the Main Plant Turnkey Contract into multiple Contracts like SG Package, TG Package and BOP Package or BTG Package including its Civil Portion plus respective Packages for Chimney, NDCT, CW/ACW System, Ash Handling Plant, Station C & I and BOP left out from conventional Main Plant Turnkey Contract. Apart from that there are few more Packages like Coal Handling Plant, Water Intake & Transportation System and Plant Water System which are basically stand alone type.
Under above circumstances, it is prudent that the reputed, reliable & experienced Suppliers/Contractors of Chimney, NDCT, CW System (with Concrete Volute Pumps) and an experienced Design Consultant should join hands together and form a Joint Venture Company (JVC) to cater the national requirement of capacity addition target to the tune of 98,844 MW in the next 10 years period so that the said JVC can capture this huge potential market pertaining to the turnkey Package consisting of Chimney, NDCT and CW/ACW System.
Such a unique Joint Venture Company (JVC) can be materialized provided the existing globally renowned Companies come forward, get united with a common interest to serve the nation collectively during the next decade and play the role of an active partner in achieving the magic 98,844 MW target of capacity addition programme across the Country by 2017 in thermal sector only.
Anticipated scope of work under coal based thermal sector i.r.o. Chimney & closed cycle Cooling System in implementing 98,844 MW capacity addition throughout the country during 2008-2017 is likely to be as below:-
Chimney – at least 70 Nos. multi-flue chimney each 275 M high
Cooling Tower – at least 140 Nos. NDCT
